WHMIS, Working at Heights, first aid, immunisation records where the setting requires them. We ask to see them. Somebody who cannot produce one is somebody you never hear about.

No. Ontario licenses recruiters and temporary help agencies separately, and we hold the recruiter licence. We find people and place them with you; they go on your payroll or your contract, not ours. If temps on somebody else's books are what you need, we will say so on the first call.
We will not put a number on it before we have seen the role, the pay band and the tickets it needs, and an agency that does is telling you what you want to hear. On the first call you get our honest read on how hard yours will be, and you get told the week it looks like slipping rather than the week after.
Permanent placements are 15% of the first year's salary, quoted per role before we start anything — for a role under $70,000 we quote a flat $4,500 instead. Contract and shift work is an hourly rate we bill you, with a replacement guarantee behind it. For volume hiring we quote a fixed fee per hire instead.
Never, for any role, at any point. The law does not permit it and we would not want it anyway — the employer is who we work for and who pays us.
Then you were sent a list, not a shortlist. The difference is upstream of us: an agency paid per placement is paid to send volume, and one paid per role is paid to be right. We quote per role before we start, which is why the checks above happen before a name reaches you rather than after you have built a rota around somebody.
Contract and shift placements carry a replacement guarantee. For permanent roles the replacement terms are agreed in writing before you sign anything, so there is nothing to discover later.
No, and you should want us to say so. We take healthcare and construction because those are the two where the paperwork is the hard part and where a wrong hire on a Saturday night is a real problem. Anything else, we will point you at somebody who does it properly.
